Now, with riots brewing and the city’s ruling guilds turning on one another, he is ordered to authenticate the impossible testament before civil war erupts.
As Elian investigates, he uncovers a hidden network of “drowners” — criminals who erase identities by feeding enchanted documents to the canal waters beneath the city. Guided by a sharp-tongued gondolier named Sera and haunted by fragments of his own altered court records, Elian descends into flooded archives, submerged catacombs, and abandoned scriptoria where failed magical texts still whisper in the dark. Each rewritten accusation points toward someone connected to a decades-old shipwreck carrying forbidden ink made from the memories of the dead. Meanwhile, citizens begin waking to find parts of their personal histories literally missing from official records.
Elian eventually discovers the judge orchestrated his own murder to expose the city’s foundational lie: Vey’s magical legal system never guaranteed truth, only consensus. The living testament was designed to accuse everyone involved in maintaining the illusion, including Elian himself. In the flooded chamber beneath the courthouse, Elian confronts the true architect of the conspiracy — the city archivist who has secretly rewritten generations of history to preserve peace. Rather than destroy the final document, Elian publicly releases it, forcing the city to face contradictory truths all at once.
