Jordan Vance, a former parole officer with a history of excessive force, struggles to rebuild her life in a city where crime flourishes under the glow of neon billboards and privatized security drones. After a freak electrical accident during a confrontation with a violent gang member, she discovers she can solidify shadows using crackling arcs of energy—binding criminals by their silhouettes. Reluctantly, she becomes an underground vigilante known only by whispered rumor: the Shadow Sheriff.
As Jordan’s shadow-chains become a symbol of hope to some and terror to others, a new threat emerges. Victims appear across the city with their shadows missing entirely—alive, but blank-eyed and barely human. The culprit is a technologically enhanced assassin called Nullgrin, who weaponizes an experimental light-siphoning device to rip shadows away and harvest them as living data. Jordan’s encounters with Nullgrin leave her shaken: he’s faster, colder, and claims her powers are part of a failed government experiment she was never meant to survive.
To stop Nullgrin, Jordan must uncover the program that accidentally created both of them, confronting the officials who used prisoners as shadow-energy test subjects. In a final showdown atop a flickering power-grid tower, Jordan risks overloading her abilities to release every stolen shadow at once, freeing the victims but burning out her powers. Exposed but vindicated, she walks into the dawn as the city debates whether losing its unofficial guardian means losing its last shot at justice.
